This seems to be essentially Taito's Chase H.Q., only instead of chasing down and wrecking criminals, you need to escort and protect a VIP's car. That said, despite several attempts I haven't been able to so much as figure out the controls for the player's bike. My copy didn't include a manual, but that's no excuse for opaque, unintuitive design on such a level.

It might be decent, but I'll probably never know.
